Islamabad to Get Its Own Elected Government: Proposed ICT Model Resembles New Delhi’s Structure

Islamabad Capital Territory Government may soon become a reality. Officials are working on a new governance structure that aims to shift power from the federal administration to a locally elected body. The proposed model is similar to New Delhi’s system, where a mayor-led government handles most local affairs.

A New Governance Structure for Islamabad

A sub-committee, led by Barrister Zafarullah, has suggested creating an elected assembly for Islamabad. This assembly will have control over local matters. However, some areas, such as home affairs, police, and master planning, will remain under federal control.

Under the proposal, the assembly will elect a mayor. The mayor will be responsible for managing the Islamabad Capital Territory Government and ensuring smooth governance.

Restructuring Islamabad’s Administrative Departments

Right now, different government departments in Islamabad work separately. This causes inefficiencies. The proposal suggests merging these departments into a more structured system. The new model will divide them into four main categories:

  • Social
  • Economic
  • Development
  • General Administration

This restructuring will improve coordination and make service delivery more efficient for residents.

Key Changes Under the ICT Government Plan

Several important reforms will be introduced:

  • The Capital Development Authority (CDA) and other key institutions will report to the ICT administration.
  • The Chief Commissioner’s office will be replaced by a Chief Secretary to handle administrative affairs.
  • An Inspector General (IG) of Police will be appointed. Security matters will remain under federal control.
  • The Islamabad Assembly will be responsible for policymaking and governance, except in areas under federal authority.

Legal Framework and Implementation

To make these changes official, the government will introduce the Islamabad Capital Territory Act 2025. Until then, an executive order under Article 258 of the Constitution may be issued, similar to the GB Order 2018.

The legal framework is expected to be drafted within a month. The Rules of Business 1973 will also be updated to match the new system. Instead of replacing existing ICT institutions, most will be restructured to ensure a smooth transition.
