Tobacco Causes 164,000 Deaths and $2.5 Billion Losses Annually in Pakistan

Tobacco tax reform is urgently needed in Pakistan. Each year, smoking causes about 164,000 deaths in the country. The World Health Organization (WHO) says the economic loss is over Rs. 700 billion ($2.5 billion).
Tobacco Use Hurts Health and Economy
Tobacco is dangerous for everyone. But it harms children and teenagers even more. WHO warns that all tobacco products are harmful. Without stronger controls, Pakistan’s public health and economic goals are in danger.
Previous Tax Hike Had Strong Impact
In 2023, the government raised tobacco taxes. As a result, tobacco use dropped by 19.2%. Also, tax revenue increased by 66%, from Rs. 142 billion to Rs. 237 billion. Clearly, higher taxes helped both health and the economy.
Current Taxes Are Still Too Low
Although there was a tax hike, the rates have not increased since February 2023. WHO says current tax levels are still below the recommended 75% of retail price. That means tobacco is still too cheap.
WHO Pushes for New Measures
WHO wants immediate action. It continues to support the Ministry of Health and the Federal Board of Revenue. The goal is to improve tax policy and enforcement. Stronger laws can protect young people and save many lives.

Raising tobacco taxes is one of the best ways to stop smoking. It also helps Pakistan move toward its Sustainable Development Goals (SDGs). These steps are vital for building a healthier, stronger nation.
