This prediction comes from Sheikh Abdullah bin Suleiman al-Manea, a senior advisor to the Saudi royal court. The exact dates, however, will depend on the moon sighting, which the Saudi Supreme Court will confirm.

Sheikh al-Manea also mentioned that Ramadan will continue to occur in winter until 2031. After that, Ramadan will shift to the autumn season for the following eight years.
