Govt to Launch ‘Apna Meter Apni Reading’ App

The government has taken a major step to fix overbilling issues in the electricity system. With the launch of the Apna Meter app, consumers will now be able to submit their own electricity readings. This new system will replace meter readers in all power distribution companies (Discos), except for those in the Karachi Electric (KE) area.

Currently, meter readers visit homes and take photos of electricity meters. These are sent to the Power Information Technology Company (PITC) for bill generation. However, many consumers have complained about inflated bills and wrong meter readings. To solve this, Prime Minister Shehbaz Sharif approved a new digital system.

He chaired a meeting on June 17, 2025, where he directed the Power Division to speed up the process. The Apna Meter app will let users take control of their own meter readings. This will reduce human errors and also cut down on malpractice by meter readers.

To make the app easy to use, it will come with instructions in Urdu and four regional languages: Punjabi, Sindhi, Pashto, and Balochi. This way, people from all regions can use it without any confusion. Before the official launch, the Power Division will do a soft launch to test the app and fix any issues.

The Prime Minister has also given the Power Division one month to come up with a full plan to remove meter readers from the system. At the same time, the Ministry of Information and Broadcasting is working on a national awareness campaign. The government has allocated Rs. 316 million for this campaign.

The campaign will explain the purpose of the Apna Meter app, its benefits, and how consumers can use it. PITC and MEPCO will handle media planning, vendor hiring, and field activation. They will also manage the app’s performance and monitoring.

Discos are working closely with PITC for guidance on their role in the campaign. They also asked if the campaign cost will come out of their total billing or if PITC will provide banners, boards, and standees. Some Discos requested PITC to arrange free airtime on electronic media for public messages.

Before the app goes live, Discos want proper testing of all related tools. These include the Power Smart App, Apna Meter Apni Reading, CCMS+, and the Lineman Mobile Solution. They believe this will prevent bugs, improve performance, and build trust among users.

Finally, PITC has been tasked with making sure all digital tools work smoothly and deliver a great user experience. They must also share all progress and updates clearly to meet the required government rules and standards.
