Security forces identified several individuals involved in the plot. The group included Kamran Kerimkhanov, Umud Gulaliyev, Valerik Adilov, Riyad Safaraliyev, and Rovshan Lachinov. They conspired with Gadir Hajiyev, a convicted terrorist from the “Forest Brothers” group.

The terrorists had secret hideouts in Khil, Djibir, and Yasab villages. These shelters contained weapons, explosives, and technical equipment.
